What do the colours mean on the dynex wall charger for ipods?

When the charger is plugged in but not connected to the ipod the light is green. When I connect the ipod the light is red but even when the ipod is charged the light stays red? Is it supposed to do that or should it shut off as soon as the ipod is charged?
